Opening of two laboratories for electric quantities, time and frequency

Support of the Republic of Slovenia for the development of national metrology system in Bosnia and Hercegovina

In 2007, the Institute of Metals and Technology initiated a collaboration with ”Institut za mjeriteljstvo” in Bosnia and Hercegovina (Metrology Institute - IMBH), which is the national coordinator of all metrology activities in a distributed system of etalons in 2007. Their primary aim is development of a national metrology infrastructure, that will correspond to the needs of the national industry as well as safety and health of the citizens. Accurate and precise measurements, which are possible only through calibrated and traceable measuring instruments, which are important for high-technology companies from BiH to succeed in highly competitive markets abroad.

IMT successfully coordinated a number of projects of international developmental help, with which the Republic of Slovenia highly contributed to the development of national metrology system in Bosnia and Herzegovina.

The first project was carried out in the period 2007-2009 and was financed by the Ministry of Economic Development of Republic of Slovenia. The goal of the project was to provide top quality measurement and calibration equipment for the National laboratory of vacuum and pressure. Our co-workers from the Laboratory of pressure metrology, which is the holder of Slovenian national pressure etalon, provided professional support for the project. Besides the equipment, special attention was also given to transfer of knowledge to the personal of the IMBH. The opening of the laboratory was on 17. 6. 2009.

One of the priorities of the development of national metrology system for Institut za mjeriteljstvo are also electrical quantities, which are the most often measured quantities and are therefore important for the economic development of BiH. Similarly important is the measurement of time in modern communications. After the first project was successfully implemented, IMT in cooperation with SIQ prepared a new project proposal for metrology development in the fields of electrical quantities, time and frequency measurements. The project was supported by the Ministry of External Affairs of Republic of Slovenia, which approved funding in the amount of 820.000 EUR from the funds of Centre for international cooperation and development (CMRS). The government of Bosnia and Hercegovina co-founded the project in the amount of 269.000 EUR.


The opening ceremony of two laboratories, located on the premises of Mikroelektronika a.d. in Banja Luka, was held on 2.11.2011. The two laboratories are:
• Laboratory for testing electromagnetic compatibility
• Laboratory for testing electrical energy gauges



The projects were presented in the BiH parliament in Sarajevo on 3.11. 2011, and afterwards two laboratories were opened on the premises of IMBIH:
• National laboratory for electric quantities
• National laboratory for time and frequency


Due to the prevalence of electric machinery and equipment and potential dangers in the case of improper fabrication or use, the testing of safety and electromagnetic compatibility is of key importance for all branches of economy and for all citizens of BiH. The laboratory for safety testing of electrical appliances and electromagnetic compatibility will lead towards better safety of electro-mechanical devices, which is found on the market from local production as well as from import. This will in turn lead to better health and life protection of the citizens. Besides that it will enable the local producers to sufficiently test their products before exporting them to foreign markets.
